Professor Godswill Obioma graduated from Alvan Ikoku College of Education, Owerri (with
distinctions in Mathematics and Physics) and University of Nigeria, Nsukka
(Mathematics/Education) top of his class in 1975 and 1979 for his NCE and First degree
respectively. In 1982 he bagged M. Ed in Educational Measurement and Evaluation from the
University of Nigeria Nsukka and went ahead to win the Vice Chancellor’s Award for the Best
Doctoral Thesis in 1985 in the same institution. He became a professor of Mathematics Education and Evaluation, University of Jos, on the 13th of December, 1991, a day after his 38th birth day. Armed with these credentials, Godswill Obioma positioned himself as a future beacon of light in the Public Service.
A quintessential administrator and cerebral academic, Professor Obioma’s professional and
administrative experience has taken him to several places. Some of which includes:
i. Special Assistant on Policy Monitoring and Evaluation to the Military
Administrator of Abia State
ii. Director, Monitoring and Evaluation, National Primary Education Commission
iii. Ag. Chief Executive National Mathematical Centre
iv. Director, Monitoring and Evaluation, Universal Basic Education Commission
v. Director, Monitoring, Research and Statistics, National Business and Technical
Examinations Board (NABTEB), Benin City
vi. Special Assistant to the Hon. Minister of Education where he also served as
Director, Policy and Programs.
vii. Executive Secretary, Nigeria Educational Research and Development Council
(NERDC), Sheda, Abuja.
viii. Special Assistant to the Honourable Minister of State for Education
ix. Resident Electoral Commissioner, Ebonyi State.
He assumed office as the Registrar/Chief Executive, National Examinations Council, as a
classical example of a round peg in a round hole on Friday, 22nd May, 2020.
Since he left the classroom /lecture hall in March 1994, there has never been a dull moment in
the life of Professor Godswill Obioma. He has been a member of several Federal Government Committees on Education and in particular was the Chair of the Federal Ministry of Education
Roadmap for the Development of the Education Sector and coordinated both the Reforms of
School Curricula and the Review of the National Policy on Education in Nigeria.
At the International level, Professor Obioma served at UNESCO International Bureau of
Education (IBE) as President of the Council from 2014 to 2016 having previously served as its
Vice President representing the Africa region. He has been Member, Board of Trustees (BOT)
for International Association of Educational Assessment as well the Africa Association of
Educational Assessment. He was a consultant/Resource Person for: UNESCO, DFID, UNIDO,
UNICEF, USAID and World Bank in Nigeria. His experience in implementing Public Policy in Educational Projects; in large Scale surveys
and related activities; as well as Resource Person and, or Coordinator in Several Programme
development in Education is weighty and unbridled.
Professor Godswill Obioma has over 21 Honors/Distinctions within Nigeria and abroad from
the Academia, the Media, the Church, Social and Youth groups, the Business Community,
Students and the Traditional Institution. He is well published with 8 books to his credit,
chapters in 42 mainline (standard) Books, 26 Journal Articles, and Project director for the
writing of 16 Books for Senior Secondary, Basic Education and Primary Schools. He is a fellow
